Cooperative Adaptation Strategies for Affordable Housing in New York City


This project examines how affordable cooperative housing in New York City is exposed to climate risk, with a particular focus on flooding and the challenges co-ops face in adapting to these conditions. Developed through a collaboration between developed through Cornell University’s Adaptive Land Lab, the Environmental Defense Fund, and UHAB, the work combines spatial analysis, survey research, and policy review to better understand both physical vulnerability and institutional barriers.











The analysis identifies patterns of climate exposure across affordability-protected co-op properties and documents how impacts are experienced at the building level. It also evaluates the limitations of existing disaster recovery, insurance, and resilience funding systems, which often fail to adequately serve cooperative housing structures. The project ultimately highlights the need for more tailored policy frameworks and adaptation strategies for this critical segment of New York City’s housing stock.

Data Development for Climate Change Vulnerability Assessments





	

Effective climate change adaptation requires accurate data to inform and shape the production of effective assessments and reports. Yet, the lack of reliable information to support intervention presents a significant obstacle to producing useful and reliable assessments—particularly in the global South. The following research evaluates a groundbreaking regional-level vulnerability assessment project conducted for the Indian Himalayan Region (IHR), to identify how a variety of nascent methodologies, technologies, and strategies demonstrate the potential to help bridge the key information gaps of the vulnerability assessment process. It also aims to arm practitioners with an array of tools, techniques, and possibilities given the increasingly devastating effects of climate change, on both the people of India and the world.
This report was developed for the Indian Department of Science and Technology, in partial fulfillment for the requirements of a Master’s Thesis at Cornell University.

Fiscal and Land Use Options for Coastal Adaptation&#38;nbsp;
The product of a workshop course in the Department of City and Regional Planning at Cornell University, this project measures the fiscal impact of sea level rise, in relation to a set of student-developed land use planning scenarios in support of climate adaptation. A comprehensive vulnerability assessment was first developed using GIS to outline potential fiscal, social, and physical risk. This data was subsequently employed to develop tools and models that informed potential fiscal and land use policy proposals.&#38;nbsp; Students tackled questions related to climate change adaptation in the context of three coastal towns – Hull, Hingham, and Cohasset – located south of the City of Boston, Massachusetts. Final products are a result of collaboration between Boston’s regional land use agency, the Metropolitan Area Planning Council (MAPC), and a graduate-level workshop course with 11 students from&#38;nbsp;Cornell University’s Department of City and Regional Planning (CRP).

Spatial Determinants of Vacancy Analysis



	

Developed as a capstone course project, analyses within this report attempt to uncover the major driving factors which contribute to the vacancy status of properties in Cleveland, Ohio. Initial assessments are taken at the neighborhood level using a parcel-level analysis to provide more granular insight into vacancy status. These are then aggregated up to the block group level to include a variety of social and economic factors not available at the parcel-level scale. Spatial regression is performed to determine the effect that a variety of independent social, economic, and environmental variables have on vacancy rates.

Socio-Economic Analysis of 
COVID-19 in the United States





Given the exceptional impacts of COVID-19 infection on the United States, this capstone project for agraduate-level urban data science course seeks to identify some of the underlying socioeconomic factors driving its unprecedented spread.
Analysis was done primarily using Python, using a variety of data sources and statistical methods. Regression analyses were also performed to develop a better understanding of which factors have the most impact. This could prove useful in implementing more effective resource allocation and improved policy responses. Identifying the key determinants of the spread of the pandemic can also aid planners, policy-makers, and public health authorities in their efforts to prepare for future outbreaks, especially for those in the most vulnerable socioeconomic groups.

Municipal Seperate Stormwater Sewer System ​(MS4) Survey






Responding to the needs of a municipal planning department and a county stormwater consortium, this project combined the collection of spatial and tabular data of a large municipal stormwater drainage system, culminating with the production of an interactive 3D model and presentation.


	Elevation, road, and parcel data were gathered from surveying consultants, while municipal seperate stormwater sewer system ​(MS4) depth, direction, and other spatial attributes were collected by extensive first-hand fieldwork.Datasets totaling over ten-thousand entries were topologically synthesized in a GIS environment&#38;nbsp; to created a complex geometric network. This system was subsequently reviewed for data accuracy and validity using a host of user-defined parameters.

Additionally, an in-depth digital presentation was created to showcase results and 
educate the public on the value of an MS4 system.

To augment data collection and analysis in municipalities with similar infrastructure, a guide book detailing effective quality control for geospatial data was also produced and shared freely.

Impervious Surface Analysis








	



Responding to the needs of a municipal planning department, this projected analyzed current stormwater sewer system capacity in relation to surface permeability. 


Combining surface permeability data from the National Land Cover Database and FEMA’s National Flood Hazard Layer data, with proprietary 

municipal MS4 
location and size information, this project created a comprehensive heat map indicating optimal siting for new capital improvements to the stormwater discharge system.
Optimal locations for new construction can be seen in red, as indicated by a high imperviousness index located within a FEMA floodplain, and a low density of MS4 infrastructure. Conversely, areas which are currently more than sufficiently served by existing infrastructure can be seen in blue.
